Many organizations, when it comes to governance, face the question of whether they should buy or build solutions in-house. Over the past year, a very common trend has been to keep this in-house and build homegrown solutions, particularly around triage and intake.

With the ubiquity of agent platforms and conversational chat bots, this is a viable option for organizations that have a limited number of use cases, particularly a limited number of high-risk cases.
Where Homegrown AI Governance Tools Fall Short
These approaches fall flat when organizations have a high volume of use cases, particularly when a significant portion are high-risk cases like those seen in financial services and life sciences. This is because high-risk cases, under jurisdictions like the EU AI Act, come with a higher degree of compliance obligations and duties to assess, mitigate, and monitor systems, and to produce the necessary documentation to prove and demonstrate responsible AI practices.
Oftentimes, homegrown tools are not sophisticated enough to manage this degree of nuance or ensure that the appropriate requirements are met when a certain level of risk is determined to be present in a use case.
Furthermore, many organizations tend to outgrow these homegrown solutions when the volume and pace of adoption begin to exceed the approving committee’s capacity. These teams often encounter approval déjà vu, where an initiative they are reviewing looks very similar to a past initiative. They want to be able to review past decisions, understand if the controls that were put in place were effective, and pattern match — either choosing to follow the same course or adjust so that the same mistakes aren’t made twice.
An AI inventory alone is not enough and homegrown tools simply lack the sophistication to unlock an insights capability for risk decisioning at scale. After all, generative AI has now been mainstream for nearly three years. Projects operating at lower risk on this technology likely already have the right guardrails institutionalized across the organization, and committees are better suited to spend their time and energy working through the new problems that are emerging.

As organizations operationalize MCP, governance is no longer confined to a single system or static workflow; it becomes a question of how context, permissions, and policies travel across interconnected components in real time.
Beyond that, wuantum, spatial, wearables, and ambient AI expand the horizon of what enterprises will need to govern. Without a durable framework that institutionalizes risk decisioning and risk memory, organizations stay trapped reinventing the wheel for each new wave of adoption.
Homegrown solutions — often tightly coupled to one intake path or a single system of record — are rarely designed for this level of interoperability, dynamic access, and cross-system decisioning. That creates new requirements around identity, access control, auditability, and policy enforcement that extend beyond triage and documentation into runtime environments.
Build can be “good enough” when the problem stops at intake, triage, and documentation for a small number of low-risk initiatives. But once you need repeatable decisions at volume or runtime guardrails that translate assessments into enforceable controls across tools and agents, governance becomes an operational capability, not a committee exercise.
